I. In accordance with Article 154, Paragraph 1 of the Administrative Procedure Act and Article 19, Paragraph 1, Subparagraph 4 of the Tobacco Hazards Prevention and Control Act.

II. To protect the health and rights of the public and to establish a smoke-free outdoor environment, this Bureau, in accordance with Article 19, Paragraph 1, Subparagraph 4 of the Tobacco Hazards Prevention and Control Act, hereby announces that the outdoor areas surrounding "Avenue of Stars Plaza" in Xinyi District, Taipei City, shall be designated as a smoke-free zone, with the exception of designated smoking areas, effective June 1, 113 (2024).

III. The scope of the smoke-free measures covers the area within Songgao Road, Songzhi Road, Songshou Road, and Alley 20, Songgao Road in Xinyi District, Taipei City. This includes Avenue of Stars, Avenue of Stars Plaza, Songshou Plaza, the ground-floor arcades and surrounding entrances/exits on the B1 floor of Shin Kong Mitsukoshi Department Store Xinyi Xinyi A8, A9, and A11 buildings, the ground-floor arcade and the plaza in front of the Songgao Road entrance of Breeze Songgao, the plaza in front of the Songgao Road entrance of the Taipei Allie Hotel, and the surrounding sidewalks within the smoke-free area.

IV. Any violation of the smoking prohibition in the aforementioned smoke-free areas will be subject to a fine of NT$2,000 to NT$10,000, in accordance with Article 40, Paragraph 2 of the Tobacco Hazards Prevention and Control Act. V. The enforcement and crackdown on violations of smoking prohibitions in the announced smoke-free areas shall be carried out by the Environmental Protection Bureau of this Municipality. Subsequent administrative penalties, administrative remedies, and administrative enforcement shall be handled by this Bureau.

VI. Upon the effective date of this announcement, the announcement from this Bureau dated September 8, 105 (2016), reference No.北市衛健字第10536148100號, titled "Outdoor areas surrounding 'Avenue of Stars Plaza' in Xinyi District, Taipei City, shall be designated as a smoke-free zone, with the exception of designated smoking areas, effective October 1, 105 (2016)," shall be simultaneously repealed. Compared to the 105 (2016) announcement, this announcement additionally includes the "sidewalks in Alley 20, Songgao Road" within the smoke-free scope.
