This project is for Taiwanese15to30year-old youth, divided into the Dream Factory Group and the Overseas Soaring Group (including the annual flagship project).

The Youth Development Administration will provide professional incubation guidance resources and mechanisms to nurture youth in realizing their dreams overseas.(2) Overseas Soaring Group (including annual flagship project): 1. In collaboration with relevant ministries and non-governmental organizations, plan internships at international organizations or foundations, think tanks, youth parliaments and exchanges, entrepreneurship and industry training, and various youth action initiatives. Provide opportunities for youth to intern and train abroad. 2. The 114th annual flagship project, themed "Environmental Sustainability," is led by the Ministry of Environment, offering proposal opportunities for youth interested in this issue.6月20日

計畫內容：

(一)築夢工場組：

鼓勵青年自主提案，青年署將提供專業孵化輔導資源及機制，育成輔導青年赴海外實現圓夢行動。

(二)海外翱翔組（含年度旗艦計畫）：

１、結合相關部會與民間組織，規劃國際組織或基金會、智庫見習，青年議會及交流，創業與產業培訓及各式青年行動等多元主題類別，提供青年申請赴國外見習及培訓機會。

2.114年度旗艦計畫由環境部以「環境永續」為主題，提供對此議題有興趣之青年提案申請。
